Payment of retirement benefits on the day of retirement to the Employee- AP G.O 226. The Government endeavors to pay pension and pensionary benefits on the date of departure. Government vide G.O. sixth read above, constituted a committee with officials from General Administration, Finance and Law Departments and officials from the office of the Accountant General (A and E).
Andhra Pradesh to study the existing rules and procedures and recommend to hasten the manner of payment of pension and pensionary advantages by removing the dull processes and redundancies in the current system. The commission submitted its report. Based on the recommendations of the committee, Government at this moment orders that.
Payment of retirement benefits:
i. the instructions issued vide references 1st to 4th read above are at this moment canceled.
ii. (a) The Executive instructions IV under Rule45 of AP Revised Pension Rules 1980 shall be substituted with the following.
“Interest on the delayed payment of pensionary benefits at the rate of 4.5 percent for the period of delay up to 1year and at the rate of 5 percent for periods beyond one year by recovering the amount from the salary of the Pension Sanctioning Authority through Director of Pay and Accounts Officer, Treasuries and Accounts, Director of Works Accounts concerned.
In normal cases the pensionary advantages shall be credited to the employees account on the next day of retirement. The regular pension shall be credited from the first working day of the Agust month of retirement onwards”.
Recovery procedure of interest payable to the pensioner on late payment:
Based on claim/complaint from the pensioner to the HoD/ Secretary to Government of the department concerned, the HoD/ Secretary to Government shall fix responsibility for the delay on the Pension Sanctioning Authority and issue orders for recovery of the penal amount from the salary. The responsible officer and shall communicate to the Treasury Officer / Pay and Accounts Officer, Vijayawada, which should be honored by them.
The drawing officer shall affect the recovery of the amounts from the salary of the responsible and credit to the claimants Account.
(b) The Executive Instructions II under Rule 52 of AP Revised Pension Rules, 1980 shall be substituted with the following:
“the provisional pension shall be sanctioned by respective authorities competent to sanction the normal payment admissible under rules and to forward to the Accountant General for authorization duly supplying the sanction order from competent authorities.”
